On 22 April 2022, under the framework of the Opening Ceremony of Vietnam Institute for International Arbitration Research and Training (VIART), a division of Vietnam International Arbitration Center (VIAC), Ho Chi Minh City University of Law and Vietnam International Arbitration Center (VIAC) together signed the Memorandum of Understanding on training cooperation. The ceremony was attended by Dr. Vu Tien Loc – President of of Vietnam International Arbitration Center (VIAC), a Member of the Parliament; Lawyer Vu Anh Duong – standing Vice President cum Secretary General of VIAC; Assoc.Prof Dr. Pham Duy Nghia – Director of VIART; Prof. Dr. Do Van Dai – Dean of the Civil Law Faculty of HCM City University of Law, Deputy Director of VIART; Ms. Nguyen Thi Tu Anh – Deputy Head of the Division of Asset Auction, Commercial Mediation and Arbitration Management of Department of National Legal Aid of the Ministry of Justice.
In regard to HCM City University of Law, the ceremony was attended by Assoc.Prof Tran Hoang Hai – Acting Principal of the University; Assoc. Prof. Dr. Vu Van Nhiem - Secretary of the Party Committee, Chairman of the School Council; Assoc. Prof. Dr. Bui Xuan Hai – Vice Principal of the University; Assoc. Dr. Le Truong Son - Vice Principal of the University; Dr. Le Thi Thuy Huong – President of the School Union; MSc. Huynh Thi Thu Trang – Director of the Center for Management of High-Quality Training and International Training. The event is also pleased to welcome representatives of the Vietnam Bar Federation, training institutions specializing in law and practicing law practice skills, and participants on online platforms.
At the ceremony, Dr. Vu Tien Loc gave an opening speech, sharing that on the basis of facilitating the improvement of service quality of arbitration centers in Vietnam, as well as leading the stable development of this method, VIART was established.
On the mission and vision of VIART, Assoc. Prof Dr. Pham Duy Nghia remarked on the current trend of the Vietnam's justice system. As the Vietnam’s justice system is integrating deeply with international justice, more and more arbitrators participate in large-sale disputes. This requires the intensive expertise and professionalism of the human resources in the field to become more stable and complete. Therefore, the establishment of VIART is very crucial.
Following that, Assoc. Prof Dr. Tran Hoang Hai – Standing Principle of the University, on behalf of HCM City University of Law, committed to the fullest support and assistance to the development of VIAC in general and VIART in particular. Assoc. Prof Dr. Tran Hoang Hai also noted that in the coming time, the School intends to make international commercial arbitration a compulsory course in the curriculum. At the same time, opening in-depth training classes totally in English in the field is under discussion by the School Council. Thereby the School hopes to provide the human resources to leverage the progress and strength of Vietnamese arbitrators as a whole.
At the end of the ceremony, the Parties proceeded to sign the cooperation agreement between VIAC/VIART and training institutions. The signing process was started by HCM City University of Law. With the School’s commitment as well as the vision and potential of VIAC/VIART, the cooperation is expected to bring brilliant successes in the future.
